All college students should respond to Census 2020 with the location where they normally stay, even if they are currently staying elsewhere because of the move to online classes.

You can read the full details of how the Census counts students, including those living in dorms (counted as part of the group quarters operation). See the attached image, which highlights the sections related to students who may be temporarily staying elsewhere on April 1, as well as international students currently in the U.S.

The U.S. Census Bureau has clarified that students staying elsewhere specifically because of COVID-19 should use their on or off campus housing address, where they normally stay during the school year, to respond to the Census.
